I ran the numbers once on one of those Ball Game things when I worked at a Casino.

Odds of winning the Powerball are 1: 280M. Cost of a ticket is $2. If the payout, after taxes and taking cash up front, is greater than $560M then at that point you are not gambling, you're making a long shot investment because the on average ROR on a ticket is greater than the $2 cost.
