It's less like swimming and more like flying.
This is pretty much the common factor in games I've thought had particularly good swimming. The other style is the "hold up/spacebar to rise, release to drop" style where it's basically normal movement otherwise like in Outer Wilds or Marathon.

Yeah, but "flying as swimming" is more of a band-aid than a real solution

Because it isn't swimming, it's flying but "underwater".

As far as 3D platformers go I think Spyro 2 and 3 are pretty solid. Certainly not as sluggish as most similar games.
A better camera would have helped. But the water levels were pretty fun.

Definitely among the best. The swimming isn't slow, the levels are good, you can ride a freaking swordfish, and the music is top notch.

The Mega Man games do good with water, too, though I think there's only one (Mega Man 8) where you actually "swim." The rest you just walk/run a bit slower and you jump a lot higher.
