I think so. Hammerfell became independent and then proceeded to kick the Thalmor's asses. I don't think they kicked them out completely, but they were winning.

They did. That's the backstory

The Thalmor conquered Cyrodil and Hammerfell.

The Thalmor left Hammerfell out of a frustrating battle of attrition. Not a rout. It wasn't worth the resources to maintain control there while also fighting in other nations. They fully intended to come back, they're playing a long game.

The empire fought back and retook Cyrodil (armistice. Again not a rout. The Thalmor were never ever truly "beaten") but the fighting was so intense they lost most of their might and are a fraction fo their former self. Hence why the Stormcloaks can pull off a Civil War.

The Stormcloaks returned from this brutal war that they "Won" to find the empire in chaos, Talos worship banned and Skyrim falling apart. Wondering what it was all for, they fight for independence.

The Thalmor fought the entire Empire to a standstill and held their own and their plan as of Skyrim is to just wait, consolidate their power, weaken Hammerfell/Skyrim/Cyrdoil and then conquer everything over the next few centuries. Every day the Thalmor get stronger. Hammerfell/Skyrim/Cyrodil get weaker

Think about it. Oblivion was 200 years ago. The Thalmor aren't in a hurry. They're conquering everything by inches.

The entire "peace treaty" from the Thalmor was intentionally a plot to stir shit. It banned Talos worship to piss off Skyrim and it gave them half of Hammerfell to piss of Redguards who then left the Emprie in a huff. It's all a plot to poison the Empire.

Sisko in Deep Space Nine summed this up tactic but in the inverse: "So, instead of facing three separate opponents with three separate agendas, you'll find yourselves facing the same opponent on every side. There's a word for that. Surrounded. "

Short term stormcloaks seem better but long term imperials.

Storm cloaks are racist imperials are being forced to Crack down on a specific religion.

You can hide religion not race. Them the long term thing I mentioned. They deal with what they are dealing with now cause they know they can't win currently. But combined they will push back one day.

The storm cloaks might be strong enough to drive the high elves our of skyrim but ibdoubt their care crosses their borders.

I dont recall ever picking up on his accent in Battlestar. Maybe it was there, but it certainly wasnt as noticeable.

Same with Mass Effect.

Honestly it's just that one line I quoted, particularly the way he pronounces 'usurp his throne.' I can't think of any other line where it's obvious. It's understandable that accents will drop in and out on rare occasions when a VA's got a mountain of lines to go through for a video game, and the director is probably just like 'eh, whatever, no biggie.' There's also a bit during the College questline where the Synod guy is explaining to you how the Mzulft Occulory is supposed to work, and the 'Male Coward' VA's accent completely drops out for like half a sentence and he sounds like a regular American.

And of course the only people who ever notice these things are losers like me who play these games to absolute death, lol.

Yes and the Imperials also turned a blind eye to others in the empire helping Hammerfell as the imperials want to take the fight to the thalmor but need to replenish the ranks first.

The stormcloaks are literally puppets of the thalmor to prevent the imperials from getting stronger, Ulfric was literally tortured and brain washed by the thalmor into starting the civil war in Skyrim.
