I'm pretty sure their selection process is completely arbitrary. It's not even like bias against certain things, but simply dependent on which person/team reviews which game.

games with no executable file have been sold on steam

A "controversial" AAA game where Steam gets a shitton of money from its cut, is a much easier sell than a "controversial" generic indie spaceshooter that looks twenty years out of date and likely won't move much sales anyway.

i have seen plenty of games with trigger warnings on steam. i will believe that if valve makes an announcement but for now this just sounds like their game didn't pass a standards check and they are making an excuse

This is impossible. It's literally a requirement. If you have no executable you can't have a store page. People selling non-software like resource packs for game dev have to create an obnoxious executable for no reason other than it can't be listed on Steam otherwise.

It sounds more like they objected to "TRIGGER WARNING: THIS IS THE MOST FUCKED UP THING IN A GAME, EVER" then seeing a pixelated alien thing "bobbing up and down" on the screen a little, it could easily come across as mocking or dismissive based on the dev's description. Steam's approval process is a mess though, so who knows. I'll guess we'll see when the game comes out.

There's barely any approval process at steam. The operating policy is to basically put it on the store and take it down later if found to be bullshit. E.g. cryptominers, sexual content with underage characters, or hate speech.

Whatever this dev did must have been extremely egregious.

So Valve's issue is with the warning label being inaccurate to them. There's nothing about the content being a problem. It seems like everyone just kneejerked to the mention of sexual assault and immediately assumed the problem was with the sexual assault itself (which Valve apparently doesn't even consider it as)
