that's why the queue times seemingly never ends and nobody can play using the cloud right?

It came out in the big leak today that they stopped investing money into improving xCloud when Fortnite didn't gain much traction on it.

It was during Epic's spat with Apple so they thought there was an opportunity they could take advantage of. It's not like it's the only thing. The needle already wasn't moving.
