Did they think a sanction would stop the chip ever getting into the country to be reverse engineered at all? Thats not what sanctions are for or capable of

The idea was that they couldn't do it without violating intellectual property for CPU design or hoarding old components to make a working device.

The big question now is whether China can go any further or whether they'll be stuck at that node like Russia is with their Baikal chips which are even more primitive.
