Most of the people in that world don't really want Dracula back just a tiny cult led by a dark priest.

There are definitely people who would follow a "dark" religion like that out of spite. Plus he could demonstrate his powers which would be enticing to followers

They just needed an excuse to bring him back for the game, so they didn't put much thought into it. I know it's not a satisfactory answer, but Castlevania tends to be very weak on story.
