There's always a fad about killing and banning "dangerous" breeds. German Shepherds, Rottweilers, St. Bernards, Pit Bulls, Chow Chows, Dobermans and probably a few others i missed. It always saddens me that rotten abusive people are the reason these animals have a bad reputation and yet the animals have to suffer most for it.

You can't phase out human irresponsibility and stupidity, that's as old as the human species. Enforce common sense laws, I've mentioned a few.

License and provide permanent identification for your pets.
Require leash laws.
Require spaying/neutering if the dog is not a part of a responsible breeding program.
Procure your pet ethically and from a credible source (that means no backyard breeders who just breed for appearance and color without regard to health and temperament)

Provide perks for licensing, incentivize it by providing perks to owners who license their pets. Participating local retailers could provide a discount. Give a "free ride home" for microchipped dogs, some animal service agencies already do this. Focus on education of the owners and target high risk behavior towards dogs (i.e leaving children unattended with dogs, not having dogs on a leash), children should also know how to interact with dogs (i.e don't pull, grab or climb on dogs).
