Disc 3 is already pretty thin content wise compared to 1 and 2, just don't see how they split it up and not make Part 3 feel skimped. Golden Saucer is improved with incentives to keep returning to it even to the end of the game, such as things constantly being unlocked there through progress. Exploration is a major gameplay focus for this title, you'll expect to find lots of interesting things and powerful monsters to fight. (Xenoblade-esque?) Not all areas are mandatory for story progress.
