I don't remember if it was exclusively for people with a college email. I do remember at the time I last used it, you needed an invitation to get into Gmail. This is something I've also been moving away from for privacy reasons.

A lot of my family members said claimed that it wasn't all that uncommon for teachers to "date" students in the past.I can see how in a High School setting it could lead people making bad choices and creeps that also take advantage of those situations.
