Sometimes not so drastic (it could just be seasonal outfit, for example, like bathing suits or santa costume). No, doesn't change the hitbox. As for buying DLC characters, you only get them through Fighter Coins (or from buying the Season Pass) and their bundles make sure you have to overpay to get what you want, and they're not like Fight Money that can be earned through matches. Strictly a premium currency.
