Riots get out of control by nature. You should be asking what social conditions incited people to take such actions. Riots are created by a high level of emotion, a sense of despair, and a sense that the social contract with them has been broken. Yes, it's not always rational or productive or justified in its targets, but that's not the point. The worst acts committed are not the point. That's merely a justification to ignore the underlying rot in society and then you'll act surprised and shocked when this happens again in a few years. It will if the underlying poverty, racism, and isolation are not addressed, and if the police do not stop acting as an occupying force, enforcing a particular social order. That's what causes this in the US and in France, and everywhere else it happens.

People rioted even worse than this in the US after MLK Jr. was killed. A lot of fucked up shit happened during that. Entire swaths of the city I'm currently in were burned down and stayed burned out for decades. Did the fact that they destroyed property and acted irrationally mean that their anger was unjustified and that we should have focused on the worst acts and cracking down? No, and even in the 60s, that's not what we did. Instead, we passed some of the civil rights and economic opportunity laws that were meant to address the conditions that created the riots. We didn't just rant about lawlessness.

Exactly riots are a symptom. Just like how a criminal might be responsible for their crimes, but fixing societal problems would eliminate a lot of the reasons that people turn to crime. Most people aren't "born bad".

What are the underlying socio-economic issues that are underpinning these riots? We saw it in the UK about ten years back. The death of someone by police was the spark but essentially it was an out pouring of anger and rage at the decline in quality of living for a non insignificant amount of people in poorer London.

This is straight up not true. For examples, the Fair Housing Act was passed in direct response to the riots following the assassination of MLK Jr.

It should be clear from the past decade or so that voting is not enough when institutions are both broken and weaponized against the common people and especially marginalized groups. All votes are still routed through those same institutions and any reform is watered down or abandoned entirely.

I honestly don't see the point of riots when factoring where the riots usually go down and who it usually ends up hurting.

Usually ends up being people destroying their own communities, or already disenfranchised communities. Burning down the local mom and pop store, or someone's employer only harms more innocent people who are already struggling economically.
