Why didn't Gero just create Cell in his perfect form?

They weren't weak.

TBF Cell came from the future where 17 and 18 were world ending threats.

It's like fusion. Nothing makes sense and it's all arbitrary.

Let's throw your logic back to you. Why did 17 struggle with kami-fused piccolo when both are weaker than 17? A: They become as strong as the plot demands.

Because we had a throwaway line by krillin saying "if kami fused back with picollo, he would be the strongest fighter in the universe". In cell case it was nothing but vague hint that he might become stronger or perfect in the future.

The idea is that the mechanisms inside 17 and 18 complete the mechanism inside Cell. Their own strength was irrelevant to powering up Cell. His Perfect form is just designed to be extremely powerful upon completion.

Why Cell needed to be built in parts, I couldn't tell you.

DLC..... Gero was trying the DLC model.

It's been a while, but I thought it was less about the androids individual power, and more that absorbing them was a catalyst for his transformation. If it was just power, as opposed to some specific trait or part or whatever 17 and 18 had, he wouldn't have had to pursue them, specifically, but it had to be them.
