A GTA clone where you play as Hank Hill

And it got me thinking, where does that stand legally? Assume it's not a commercial product, the character isn't called Hank Hill in the game, say he was called Owl McGee. Would that make a difference? Also assume there's a "Any similarity with fictitious events or characters was purely coincidental." disclaimer

What are the laws like?
What legal recourse does Hank have?

It depends on state and other factors, but a deciding factor is whether the work is transformative. A common test for using likeness is if someone would buy it for the "artist's interpretation or for the likeness." If you're buying the game BECAUSE it is the "Hank Hill" game, that's, I think, invasion of privacy. If you're buying the game because it has silly redneck guy, who just happens to be based on Hank Hill, it's free speech.
