Why isnt this move more powerful than return despite it being much harder to reach and maintain?

To discourage Pokmon abuse.

keeping your pokemon's happiness low is such a pain the in balls. idk why it exists

It only exists to prevent shit like imposter Ditto from revenge sweeping you with it.

Normal types need better physical moves

The real answer is because Return and Frustration were just meant as neat gimmicks to do something with a pokemon's happiness value because it otherwise a meaningless value on 99% of pokemon. But they made Frustration get some use pretty early in some cases like putting it on the rental pokemon in Stadium 2 or in Emerald's Battle Factory, where the pokemon's happiness is implicitly 0.

Fun fact: in BW2, Ghetsis' ace monster knows Frustration to highlight his relationship with his monsters.

I also like how they gave it to Ghetsis' Hydreigon in BW2 to illustrate just how much of an asshole he was.
