Rips up his money and destroys his $150 sunglasses because he got caught putting on his seatbelt after the cops already pulled him over for not wearing it.

Later says that he "can't afford" the ticket after tearing up all his money.

I feel sorry for his wife if he acts like this over a small ticket.

Coulda just played it smart in court saying he had it on, cops 90% of the time won't bother showing up to that stuff. Only downside is if you're taking a day off from work to do so you're losing that day's wages, and possibly more than what the ticket is even for.
