This is PROBABLY not what you're looking for but James Michener books are a mix of fiction and non-fiction. Usually the POV characters are made up but they interact with real world people.

He takes the overall history of an area, and writes characters into a story that flows with the overall history. It's kind of hard to explain and I feel like I'm doing a bad job but I read one called Chesapeake that the main setting is around the bay in Maryland/Virginia. It goes from the Native Americans to the first settlers and talks about their daily lives and stuff then moves on to like a grandson of the first settlers and goes into the history there.

Like I said, probably not what you're looking for but it is interesting history.
