Golden age Simpsons is more comedically sophisticated than like 90% of comedies to come after it. Super Nintendo Chalmers by itself isn't a sophisticated joke but the show could get away with that kind of stuff. If anything it only makes it better. It's smart but approachable, instead of being dry elitist humor.

for me it kinda was actually. My earliest memory of a primetime comedy show was the episode where Homer goes to clown school and then the mafia goes after him and Krusty

I guess it's "baby's first comedy" in the sense that most of the users here were like 6 years old when it was in its prime, but that just says more about the average age here

Why would that nerdy guy call something babbys first comedy ? he would talk about its lack of innovation within the comedic ethos or something

The best jokes are one that betray expectations. Super Nintendo Chalmers is something Ralph would say, but never something you expect to hear.

Hard to say from another's perspective, I can only speak on my own. To me it is one of those in the moment type of things. Something like "you had to be there" at the time. My life at that point, when the episode aired or I first saw it I can't remember, was video games (Super Nintendo dominated). So I always thought of the title "Superintendent" as Super Nintendo. To hear it referenced on the show was hilarious. Also the delivery from Ralph was both amazing and perfect in a way that fit his character.
