Using a Rufflet in Ultra Sun and I see that it doesn't evolve until 54. Wtf?! That makes no sense.

I see a lot of gen 5 pokemon evolved strangely late like Bisharp and Solosis and Larvesta.

Nothing is good enough to justify evolving in the late fifties or later unless there's an interesting postgame. Or if you play competitive, but that's for nerds.

Yeah, they're scaled according to when you first encounter them in the wild in BW.

Works for that game, but falls apart in later games when their locations are moved around and some are found comparably earlier. Hell, for some, it even falls apart as soon as BW2.

Isn't Volcarona a borderline pseudolegendary?

The other two I'll give you but late evolution is more or less expected on Larvesta.

It arguably falls apart in the original games, where they gave Ghetsis a Hydreigon 10 whole levels earlier than it should evolve.

But you got Dragonair at level 30.

Compare them to their Unova counterparts, where Deino evolves into Zweilous at level 50, and then into Hydreigon at level 64.
