Sure it does. It just means that they have to be extremely justified + the person they want to kill has to be a serious threat to others/overtly evil in a dangerous way.

People who survived because their attempted murder was prevented by someone else killing the assailant would disagree.
It's a popular trope for a reason; hell even Disney has done it.

It says nothing either way about whether or not they're willing to kill for their beliefs. Chaotic good characters follow their consciences. They're individualists who tend towards doing what's right and anti-authoritarian.

Chaotic good from the rule books

1st edition: Chaotic Good: While creatures of this alignment view freedom and the randomness of action as ultimate truths, they likewise place value on life and the welfare of each individual. Respect for individualism is also great. By promoting the gods of chaotic good, characters of this alignment seek to spread their values throughout the world.

2nd edition: Chaotic good characters are strong individualists marked by a streak of kindness and benevolence. They believe in all the virtues of goodness and right, but they have little use for laws and regulations. They have no use for people who "try to push
folk around and tell them what to do." Their actions are guided by their own moral compass which, although good, may not always be in perfect agreement with the rest of society. A brave frontiersman forever moving on as settlers follow in his wake is an
example of a chaotic good character.

3.5: A chaotic good character acts as his conscience directs him with little regard for what others expect of him. He makes his own way, but hes kind and benevolent. He believes in goodness and right but has little use for laws and regulations. He hates it when people try to intimidate others and tell them what to do. He follows his own moral compass, which, although good, may not
agree with that of society. Soverliss, a ranger who waylays the evil barons tax collectors, is chaotic good. Chaotic good is the best alignment you can be because it combines a good heart with a free spirit.

4th edition removed chaotic good for some reason.

5th edition: Chaotic good (CG) creatures act as their conscience directs, with little regard for what others expect. Copper dragons, many elves, and unicorns are chaotic good.

What others have said basically.

CG follow their conscience with little regard for what the law might say. Doesn't meant they always ignore the law, just that their morality is more important than the laws to them.

Throw in kindness, freedom, individualism and choice in as well.
