After 9/11 the Israelis descended on American police departments, selling their services of how to run a police department when you have 'terrorists' in your country.

They had such wise suggestions as running your siren all the time to make terrorists feel afraid that the police are after them, torturing people for information, warrantless surveillance, killing peoples dogs, occupying an innocent persons house to get to the person you want, etc etc

In that same time period Consultants started telling police departments that it was not cost effective to hire smart people to be police, because they would spend money to train the police officers, and then, since a lot of police work is boring, smart people would be more likely to quit. And therefore, they will have wasted their training dollars. There were lawsuits at the start of this policy from people who didn't get hired because they were 'too smart' to be cops.

By now, the police departments have been deliberately hiring idiots for twenty years, and you can see the results of this practice all around America.

A nice side benefit for the consultants was that stupid cops would not be able to detect the flaws in their Israeli training
