I wouldn't call it lame, since art is about trying to express yourself in some way, and a lot of gangsta rappers are just making music about their experiences, and if they're lucky, it also helps get them out of that environment.

the lame part, IMO, is when people try to mimick them despite having better opportunities/safer upbringings.

Idk about this. How are you defining music? Does there need to be a person there, and do they need to sing notes? Maybe it could just be the transaction between someone wanting to aurally create something and a listener. Are drummers musicians? Rapping is kind of the musical equivalent to drumming. Even a bad karaoke singer is still "music".

Tupac was one of the most famous rappers to address stuff like, violence in the hood, trying to relate to women, suicide, etc. I love him. Biggie just had crazy flow that was fun to listen to. He didn't really have an agenda, just fun sounding rapping. You gotta also remember that this was during peak West/East coast rivalries so it was kinda heading this way too.
