It is a common misconception that the underwear vending machines in Tokyo sell used underwear but this isnt true. They did exist in the back alleys of Akihabara, about 10 or 15 years ago, but the law is strict now. Some shops around here sold used panties not necessarily in vending machines but the police cracked down on them. Today, the underwear-selling vending machines are more of a gag gift than a strange fetish. And, for just 1000 yen, you can get your very own!

It wasn't even really a thing, there was one incident of it happening and immediately getting shut down by the police that made the news.

Used panty sales used to be a thing, in the early 2000s especially, but it was a small semi-underground market and did not use vending machines.

Vending machines selling new panties used to be somewhat common. Most of the pictures I used to see of "used panty vending machines" were actually these. In rural areas that didn't have an adult shop, sometimes there would be a few vending machines that sold adult magazines and videos, condoms, sex toys, etc. alongside sexy underwear. I don't know if those still exist anymore. The ability to easily buy things online probably killed them.
