There's enjoyment to be had in the rest of the game, but in terms of plot excitement it really is downhill after the first treasure heist.

The new villain in the Royal epilogue is even better. That said, the first villain is clearly the best villain in the base game.

It's because it feels very personal with Kamoshida. Not only is he threatening to expell you and your friend, but he's sexually assaulting another one and her friend on top of that. You're not doing it for the sake of being a phantom thief, you doing it to save the skin of you and your friends.

I wonder if the story would feel more consistent if all of the villains were tied to the school. Not a coincidence the two best ones are.

I wouldn't say the first one is the best, but is still one of the best, and gives you the most personal reasons to try and take him down. 2nd one isn't great, but the worst one is probably the 3rd one, or maybe the 4th one due to obvious reasons after the fact, because while there are stakes there it just feels like filler.

Tying it all to people in one location would be really unrealistic and the story and gameplay already stretches the boundaries of that enough.

I thought the opening of 5 felt really dark, serious, intriguing. Then after the first dungeon it just turns into persona 4 with worse characters and no mystery.

I mean more that the story would be structured like a high school drama with superpowers instead of the city wide vigilante thing they were going with

I think the Casino is more exciting plot-wise, personally, but the first palace is really good.
