Because they are conservative and wish to have power concentrated in fewer people. By stripping away rights from women they are stripping away power, no matter how small, from half of the population.

Because that segment of politicians has a base that is anti abortion and are from places so gerrymandered they don't have to worry about popular opinions.

The gop has been seeding people who have spent their whole lives focusing on the chance to attack abortion rights into important positions for decades and dems didnt push too hard to codify because they never thought anyone would actually do it for some reason
