Having just watched the movie, he was absolutely justified in most of his actions. He was managing a hotel and had the suspicion that a child was staying using a stolen credit card. He didn't actually act on anything until he had proof that a crime was committed.

Was he a jerk about it? Yes. But straight up evil? No.

Though I will say he and his hotel staff is what makes me like HA2 more than HA1. That side plot was completely unnecessary but truly added to the movie. It really made Kevin out to seem to be in over his head.

IRL, if you suspected a ~10yo of being all alone with a stolen credit card, informing the police would probably be the wiser move. In movie terms, yeah most of the rest is justified, but one thing I'd say is definitely not: sneaking in and trying to get a peek of "the father" in the shower.
