iirc, it just reduces emissions. You can still drive your car without it, but it'll be loud as fuck until you replace it (or put a straight pipe in to connect it to the muffler I guess >_>), and you'll just fail emissions testing when you do your state inspection every so often

I don't think its an issue in my town, but it looks like TN made a law to try and deter their theft because it was an issue.

Forbid any scrap fee for them.
That way, you're either wasting your time, or you have to go to some other state to unload them and commit a federal crime now.

It looks like it targets the fences more than the thieves, since it mainly targets scrapyards and places that might buy the stolen ones.

Someone in my area stole one from a church bus. That's gotta be bad karma or something.

I work in the scrap metal recycling industry and the regulations around buying CATs are really intensive. Like we can't buy a lone CAT without either a title or if it's from an authorized auto salvage company (who, from my understanding, have their own restrictions).

But there is clearly a market for selling these things through less reputable channels. And it's profitable.

Yeah I saw a truck with razor wire tightly wrapped on the undercarriage. If a thief tried to cut it, the wire would "unwrap" itself and cut them up.

They are extremely critical, but USA have always been slow at adding nature friendly technologies.

Yeah, someone stole one off my buddies work van, literally just sawed it off. He had to spend like $2000 to get a new one since no generic ones would work with his vehicle.
