It depends on the scenario. Passing one person on a fairly empty road by going 20 over is not inherently dangerous. Going 20 over the limit while weaving in and out of lanes is dangerous.

Going 20 over is riskier, yes. But danger depends on the conditions.

Generally the legal limit allows for a person to consume 1 standard drink every hour. For an experienced drinker that is not enough to feel intoxicated. Thats why they allow an amount of alcohol in your blood.

You've missed my point entirely. They don't feel the vertigo/balance issues that come with it, but their judgement and decision making are absolutely impaired. As well as their motor skills.
