It's an action-RPG. Action-RPGs are action games with RPG elements, which clearly describes what Horizon is. Action-RPGs cover a rather broad spectrum of games. Games, that can be quite different like Dark Souls and Mass Effect. But it is the most accurate way to label Horizon.

Horizon:ZD was actually called "Guerrilla Games Action RPG" before it had an official title so the devs agree

Unlike with say...Zelda or Monster Hunter which people love incorrectly labeling as RPGs

In his defence, he's not 100% wrong. There is indeed a small difference between action games with RPG elements and action-RPGs. But frankly, those differences are so small and it's not always 100% clear where to draw the line. Usually, the term action-RPGs is fitting overall, imo.

I think we can all agree on that Horizon isn't am "RPG" :-)
