The World Champion is impressive, Tobias was not there.

Tobias should have been in there as he not only became his region's champion, he was only forced to use two Pokemon throughout the entire tournament.

No. Just no.

First off, Tobias didn't have just 2 Pokemon. Tobias's Darkrai was so ludicrously overpowered compared to everything else there that it was never once knocked out until his battle with Ash. He had a team of 6, his Darkrai was so strong he never had a need to send out more then him.

Second winning the Lily in the Valley conference didn't instantly make you Champion. You needed to beat Cynthia to do that. Meaning despite all of Tobias's bullshit the fact that Cynthia was still Sinnoh's Champion during the Champion cup meant she won.

That's why Ash isn't the world's strongest trainer. He won a global tournament but with Paul and Tobias and other such trainers not even entering, it isn't a definitive "absolute best of the world" type accomplishment. Plus with how the show basically ignores that Ash won the Alola League tournament and special battle with a former conference winner (Kukui) outside of episodes where they visit Alola, well... Don't expect them to care much about it besides acknowledging at times for the sake of continuity and little more.
