Lpoking at headphones, would noise cancelling still. be good if mostly used in an apt?

Thinking of JBL Tune 660nc

or Sony WHCH710N

Depends on how loud your apartment is, I guess. Good for drowning out a noisy neighbor. Noise canceling is becoming a fairly standard feature on higher-end headphones, but you can always switch it off.

ANC has a weird feeling described as "pressurized chamber" probably not noticeable long-term but switching it on/off makes off the preferable option.

Yea I looked and saw the jbl ones have an option to turn it off.

They're replacing a pair of tcl ones I got for $10 two years ago.
