Its also worth noting that the only reason you would have to NOT disclose is because youre concerned that they will say no, therefore the intent of not disclosing can never be anything other than an attempt to deceive a person. If you cant transmit, great, good for you, but you still are required to disclose.

It's, again, not a good thing for him to be dishonest about his HIV status, but it's not quite a double standard because undetectable HIV can't be transmitted, while the other person might have STDs that they are unaware of and can actually transmit.
