In my lifetime experience in the workforce, I have never seen HR or hiring managers ever take a hit for hiring bad employees and having a "high turn over rate", and I wonder why.

HR is the career choice for those too incompetent to do real work. I've never met an HR person who wasn't either a clueless dweeb or a two-faced schemer.
