I have a couple suggestions, neither of which would I say are like Twisted Metal, but they might scratch that itch.

That Mad Max game from a few years back is probably the closest thing to Twisted Metal I've enjoyed in recent memory. You get an arsenal of weapons and gadgets to employ during vehicular combat. When you're on foot, the melee combat is sort of Arkham-esque. Biggest criticisms I have is that there isn't a ton of variety in enemy types. Particularly the bosses, which are damn near palette swaps. Mission variety could've been better. Overall I found it fun.

This one is a little older and doesn't feature weapon-based combat, but in Driver: San Francisco you can use practically every car on the road as a weapon against your opponents. There's this nonsensical plot which is pretty much an excuse for allowing you to hotswap vehicles on the fly. You can be racing and take control of oncoming traffic and steer it into the competing racers. A bit like Burnout but your character is a spirit who can possess almost any NPC driver. It's ridiculous and fun.
