Because he's actually one of them.

White collar crime has to be dealt with in a court of law and takes a lot of time to provide enough proof. If Batman worked with lawyers like he did before with Harvey Dent then you could add that to his list.

I guess the Court of Owls sorta count in this regard, but he's usually not busting their doors down and beating thrm the same way he does random thugs. And even then its indirect against one of their talon assassins.

But overall I do have to agree. Even in the last batman movie, why did he care as much as he did? The Riddler wasn't targeting random and innocent rich folk. And if not for contrived wiring in the end would have been hailed as a hero if anything.

Action Comics #1 has him beating up what's assumed to be the Mafia trying to kidnap Lois. In an unrelated incident he also rips off a steel door to the governor's mansion to get him to stop a wrongful execution. Not sure how things progressed from there. The cartoon probably had the biggest impact as he gained the ability to fly because animators said it was too hard to make him jump all over the place.

Probably because they get away with it in real life. Like all those politicians that do insider trading.
