Whis, by now, and it's not even close.

Roshi didn't actually teach him all that much. Goku reverse engineered the Kamehameha, after image technique, and others all by himself. Roshi gave him a hell of a workout regimen, but that's about it.

Korin was basically the same.

Kami did a fair bit, at least in refining his technique and senses.

King Kai also gave him a hell of a workout, and did actually teach him two techniques, though only one of them sees much actual use.

Whis has either directly taught or heavily refined two or three separate transformations (depending on how you break down the two ultra instinct states), taught an entirely new way of fighting, opened the door to Hakai, and has probably done more to directly train goku than anyone; he's also been training goku for the longest time, by now (4 years continuously, by Super Hero).

Roshi didn't really teach Goku much lol. Goku watched Roshi do the Kamehameha and after image and naturally could do it too. As a kid Goku did chores for Roshi to raise his core strength and speed. No skills were actually taught.

Kami, Korin, and Mr. Popo were actually more influential to Goku becoming a better fighter by teaching Goku how to sense energy, use ki, and fly. It could easily be argued that all his masters helped strenthen Goku's fighting abilities, but King Kai actually taught him techniques like Kaio-ken and Spirit Bomb.

Kami can be argued too similar to King Kai since he gave Goku access to the Room of Spirit and Time. Even Whis and Merus helped Goku learned UI and master God kai. Hell even the people of Yardrat taught Goku how to better master his kai control when he learned Instant Transmission and the Metamorans with fusion.

Grandpa Gohan could be said to have taught Goku more than Roshi did too since he taught Goku martial arts.

Whis would be Goku's best master out of all of them.

Goku learning how to train kinda is what makes him able to continue training even now. The fundamentals will ALWAYS be the most important thing anyone can learn for something.

Roshi taught him fundamentals, but King Kai taught him two of his most powerful and useful techniques. The Kaioken and Spirit Bomb are to this day his best trump cards.

Roshi didn't even "teach" him the kamehameha, he just kind of learned it after seeing it once.

The funny thing about DB is that they never actually train martial arts; what they really train is fitness. Roshi, Karin, Kami and King Kai might have provided some form of special knowledge but overall, they didn't taught him s*** in term of real useful fighting knowledge; he only fight ''by instinct'' but with new methods to power up. The show doesn't mention any grappling or striking technique he specifially learn from one of his mentors.

I know it's a show aimed at kids but it came to my attention recently upon watching the new movie about Broly. The guy has been living like a recluse in the wild, raised by his weak dad and yet, he ends up going toe to toe with Goku and Vegeta in term of techniques and fighting knowledge despite these two having a lifetime worth of fighting experience.

The Kamehameha is iconic, but Goku could have had any ki blast as his signature move.
Kaiosama by far, taught him Kaioken and Genki Dama.

It's a thing with Saiyans, which is definitely something of a writing trick to gloss over the lack of martial arts specificity. It's even kind of called out in the early tournaments, people noticing that Goku's stance is wide open and he looks like a sitting duck, but he wrecks their shit anyway because he's just so naturally strong, fast, and controlled. Saiyans know how to fight on some level the same way that a bird knows how to fly when it gets tossed out of the nest. As soon as they're in the thick of it, they just react and learn and grow at a very fast rate.

Also, Broly is a legitimate freak of nature who's been living on a dangerous planet for like thirty years. Vegeta even says something to the effect of "damn, he's learning as he fights."

What "fundamentals" did roshi teach, other than how to run with milk bottles while wearing a fancy weighted backpack?

Roshi was basically just a Sacred Water/Guru/Old Kai powerup with extra steps. He didn't teach anything.

Hell, he specifically SAYS he won't teach anything until goku/krillin are strong enough to move a huge ass boulder. Then when they do, he says "lol, I have nothing left to teach you." He never taught anyone a damn thing.

It's actually kind of bizarre. Roshi almost immediately acts like he has nothing to teach the kids, because their physical power is basically on par with his own by the first tourney, and the Turtle School is more about a lifestyle than fancy techniques.

Then when that tourney rolls around he... lays them both flat with fancy Turtle School techniques. Forgive me old man, but it looks like there was PLENTY left to teach them. Which... he never does. Even Krillin, who sticks around for more training, has to secretly teach himself the Kamehameha. And nobody ever learns any other others, like his drunken fist style, Sleepy Boy Lullaby, or fancy Emperor Palpatine Lightning Hands trick.
