S Tier

A Tier
X-Men (Jim Lee)
Dragon Quest
Persona 5
Ace Attorney
Batman Beyond
Paper Mario
Cuphead
Spider-Man: Into the Spider-Verse

B Tier
Hotline Miami
Skies of Arcadia
Kirby's Epic Yarn
Return of the Obra Dinn
Superman (Max Fleischer)
Night is Short, Walk on Girl
Sayonara Zetsubou Sensei
Pokemon RBY: I'm going to assume you mean the art, rather than the game itself. It's that classic late-90s anime art, it's great. The first two gens have more distinctive art than the later gens, though I'm not saying the pokemon themselves are better, just the art style.
Wario Land: Shake It
Stein's Gate (VN)
Viewtiful Joe
Bleach
The Legend of Zelda: Wind Waker: I remember being upset at the change from Ocarina when I was fourteen or whatever. Looking back, it gives the game a timeless quality that Ocarina's art sure doesn't have.
Observer
Dead Space
Bayonetta
Kingdom Hearts
Superman Smashes the Klan: Some more 'fake old art,' but this is done very well. I'm wondering if it was a creative decision to make the Klan guys drawn in just normal art? Like, you could easily draw them in some kind of stylized way, but instead they look like normal Klan guys.
Comix Zone
El Shaddai: Ascension of the Metatron
Punisher (Greg Rucka)
Hollow Knight
Mario Strikers: Given how serious Nintendo seems to be about making sure all of its properties have very specific visual styles, and Mario in particular, it's odd that they ever okayed this. I remember at the time being surprised by how they went in a completely different direction than the normal personality-less visuals of the tennis and golf games. I wonder what motivated that decision to be made for a freaking soccer game of all things?
Journey (Game): Very similar to Wind Waker, although I don't know if it's also cel-shaded? It sure looks that way. Minimalism and stylized use of colors is always a good way to create a weird distinctive look, just watch that one Samurai Jack episode.
Punch-Out!! (Wii)
Ratchet & Clank: Rift Apart: Man, for a series that started off as a parody of space capitalism, things sure got a little off-track and too... wholesome, I guess? I haven't looked at this game at all, but I have to believe this new girl is a furry magnet.

C Tier
Kholat: Bright white figures in a spooky forest? Pretty neat-looking, I like it. Everything has a slightly ethereal feeling to it, which is good for a horror-mystery game.
Mirror's Edge: "Okay, but what if there was a future dystopia... that's WHITE instead of black? Huh, huh?" Gotta tell ya, this future evil government at least keeps all of the buildings clean, I appreciate the hard work.
Flip Flappers
Arcane
Red Dead Redemption
Koumajou Densetsu: Scarlet Symphony: I mean, it's just Symphony of the Night, isn't it? But with Touhou girls? Touhou might be the biggest weeb franchise I have never touched. I have no idea what kind of enemies this game has, but the reason those old-timey 18th and 19th century aesthetics work for Castlevania is that everything revolves around those classic 19th century monsters. Is that the case with Touhou? I kind of assume not? This was actually already on my Steam wishlist, but I don't think I'll buy it, because I know nothing about this series except that it ruined the Most Powerful Fictional Character contest.
Jojo's Bizarre Adventure
One Piece
Yoshi's Island: Is this the first Mario-related thing to have a distinct visual style not caused by technical limitations? Anyway, I really like the childlike imagery it uses, though I was never sure if that was supposed to be because the Yoshis are childlike or because Mario is a baby. Like, whose perspective is this game from? It has to be the Yoshis, right? Because the general art style is kept intact for the later Yoshi games.
Courage the Cowardly Dog
Little Nightmares II
Transformers: I'm too young to have grown up wtih 80s cartoons. It's odd. Transformers is... terrible? I've seen clips of it, and it's just bad. And yet, I do recognize the appeal. I recongize how difficult it must have been to design all of these robots with moving parts, they're great.
Blacksad
Odin Sphere
Shadow of the Colossus: Atmosphere: the Game.
Vib-Ribbon

D Tier
Waking Life: I watched the trailer for this, and I obviously am assuming this was rotoscoped. Does rotoscoping ever look good? It always looks neat, but I can't recall it ever looking good.
Peanuts
Monokune (2007)
Bucky O'Hare: Bucky, Bucky, Bucky O'Hare, he goes where no ordinary rabbit would dare! I've literally never seen this show, I only learned of it when it was nominated for a topic involving TV show openings.
Parappa the Rapper
Donha Donha
Hylics: Very distinctive. I'll say this, it reminds me a little of Planescape: Torment for some reason, even though it looks nothing like that game.
Code Lyoko
Umineko (Original)
An Untitled Story
The Midnight Gospel
Gnosia
Katamari Damacy: I never liked the art style of this series. Sue me.

Wario Land: Shake It
Stein's Gate (VN)
Viewtiful Joe
Bleach
The Legend of Zelda: Wind Waker
Observer
Dead Space
Bayonetta
Kingdom Hearts
Superman Smashes the Klan
Tales from the Crypt: How can you be this detailed with 1950s technology? It's so gross and horror-y, exactly what it needs to be. I love it.
Comix Zone
El Shaddai: Ascension of the Metatron
Punisher (Greg Rucka)
Hollow Knight
Mario Strikers
Journey (Game)
Punch-Out!! (Wii)
Futurama: Futurama's style is basically just a slightly more realistic Simpsons, and the Simpsons' style was purposefully made weird to get across the imperfection of modern America. In that regard, Futurama does everything it needs to correctly, without looking gross or bad.
Ratchet & Clank: Rift Apart
The Last of Us Part II: I don't know why you specifically nominated the second game, but okay. It's fine. Sort of unremarkable? The only notable thing I think is the zombie designs, which are disgusting and wonderful.

C Tier
Kholat
Mirror's Edge
Flip Flappers
Arcane
Red Dead Redemption
Koumajou Densetsu: Scarlet Symphony
Jojo's Bizarre Adventure
Zenless Zone Zero: The art is much better than the in-game animation, but I'll allow it. I can see they're going for a punk vibe, which they pull off fairly well. Oh hey, it's from the studio from Genshin Impact, which I guess makes this Chinese? I didn't catch taht at first, neat.
One Piece
Rise of the Teenage Mutant Ninja Turtles: Was this the one where yes it is, okay. Making each of the turtles a different species of turtle was a great idea. The thick lines give everything a weighty style, though I dislike the way they drwa the mouths and the energy auras around everything.
Yoshi's Island
Courage the Cowardly Dog
Little Nightmares II
Transformers
Gankutsuou: The Count of Monte Cristo: This falls into that category of things I can tell are going for a weird, unique style, but that still look really cheap to me, and I can't quite tell if that's because it's actually cheap or not.
Blacksad
Odin Sphere
Shadow of the Colossus
Vib-Ribbon

D Tier
Halo Legends: The Duel: Some of the animation is really bad. I was going to say that this is really high quality for a fan animation, only to check and find that it's a professional work. Welp!
Waking Life
Peanuts
Mob Psycho 101: I appreciate the uniqueness, but this isn't for me. I would place One Punch Man similarly low, by the way.
Monokune (2007)
Speed Racer (Anime): I'm assuming you mean the anime. I never liked the animation of this show. I remember watching it when I was like six, my mom seeing it and saying "did you know this is from Japan," and me being surprised, because I was too young to quite grasp the awkwardness of everything.
Bucky O'Hare
Parappa the Rapper
Donha Donha
Hylics
Hulaing Babies: I think... I think I hate this. I think everything about this is completely at odds with what I like.
Code Lyoko
Umineko (Original)
Dead Dead Demon's Dededededestruction: People make fun of anime for the eyes a lot, but when a series tries to have smaller-but-still-anime eyes, it always comes off as weird. The way the faces are drawn is kind of off-putting, but I get that it's going for a childlike innocence feeling.
An Untitled Story
The Midnight Gospel
Gnosia
Katamari Damacy
Dusk
xkcd
Ren & Stimpy
Mad Rat Dead
Mineccraft
Homestuck: I have never understood the appeal of this series in any way.
Metalocalypse
Generic Moe Anime
Ed, Edd n Eddy
Dr. Katz, Professional Therapist
Space Funeral
Treasure Planet (1982): Double-yew tee eff, I had no idea this existed. Even in 1982, animation was much better than this, how was this made?
Reboot
Eastern Mind: The Lost Souls of Tong-Nou
Duckman

F Tier
The Legend of Zelda (CD-I): The animation of these games' cutscenes, which I assume is what you mean, is something I could do, and my art is complete ass. It's fantastic meme fodder, though.
Monster by Mistake
The Problem Solverz
Joshua and the Promised Land

Superman (Max Fleischer)
Night is Short, Walk on Girl
Sayonara Zetsubou Sensei
Pokemon RBY
Pokemon Adventures: I was vaguely aware of this, in the same way I was vaguely aware of that Sonic comics from Archie. I like that they kept the same style as RBY throughout, I approve, which is why I put this with RBY. I always felt that had more personality than post-gen 2 art.
Wario Land: Shake It
Stein's Gate (VN)
It Takes Two: See, the 'normal human' characters look ugly, and I would give them a lower score, but the animation style works perfectly for their doll forms. It has an almost Yoshi's Island feeling to it, except mixed up to be slightly darker and SLIGHTLY more adult.
Viewtiful Joe
Bleach
The Legend of Zelda: Wind Waker
Observer
Dead Space
Bayonetta
Kingdom Hearts
Superman Smashes the Klan
Tales from the Crypt
Comix Zone
El Shaddai: Ascension of the Metatron

C Tier
Kholat
Mirror's Edge

Arcane
FLCL: Not quite generic anime, but not far off. The main girl can make some silly faces. I'll be honest with you, I watched NGE with my friend when we were nineteen. He fell in love with it, and I did not. When he pushed me to watch FLCL with him, I was like "no."
Red Dead Redemption
Koumajou Densetsu: Scarlet Symphony
Jojo's Bizarre Adventure
Zenless Zone Zero
One Piece
South Park: I fully acknowledge that South Park's style is perfect for what the show is. 10/10 on that front. This is one of those things where I just feel like a huge jackass for putting it low, but I did this for those gross 90s cartoons, so I should be consistent.
Rise of the Teenage Mutant Ninja Turtles
Yoshi's Island
Courage the Cowardly Dog
Little Nightmares II
Transformers
Code Name STEAM: What do you call this style? The really thick black lines? Anyway, this is SO stylized that I'll forgive the steampunk elements. I remember this game almost entirely for Nintendo pushing it weirdly hard in Directs for what looked like a complete nothing title no one would ever play. Then it came out and was instantly forgotten.
Gankutsuou: The Count of Monte Cristo
Blacksad
Odin Sphere
Shadow of the Colossus
Vib-Ribbon
Adventure Time: This and Star Vs. the Forces of Evil are what I imagine modern cartoons are like. I don't know, I haven't watched any post-2008 cartoons besides Legend of Korra and Star Trek: Lower Decks. The characters are super unappealing to me, both in design and simplicity, but I'm sure they work better when thrown into wacky scenarios. I've played as Finn in Multiversus more than I've been exposed to anything else in this show, and I got Multiversus two days ago. Looking at google, it seems that there's a sexy girl dressed like Finn. I'm assuming this is his sister or a clone, but she's taller than him, so probably sister.
Ib: For an RPG Maker game, which I generally assume are zero budget indie games made by randos on the internet, the portraits are great, but the main game itself still looks like what you'd expect. I can tell what they're GOING for in the title screen, though, and I'll take things way easier on them than I would for a AAA game. That said, there's a main character here named Garry, which is a spelling no one has ever used for that name.

D Tier
Halo Legends: The Duel
Waking Life
Pizza Tower: Let it be known that when I googled Pizza Tower, I got results for Tower Pizza, Leaning Tower Pizza & Pasta, and Power 15 Pizzeria near me. They aren't even really near me, these are like 30 minutes out, screw that. Anyway, I did look up gameplay. I appreciate the franticness of the animation? Evereything feels completely insane at all times. You can't run without like speed flashes following you (what are those even called?). The guy punches one enemy, and you hear a startingly human scream... This is the video game equivalent of those 90s cartoons I mentioned. I like the pizza wizards, though. Like, I obviously get the Earthworm Jim references, but that general atmosphere was never for me.
Peanuts
Mob Psycho 101
Monokune (2007)
Mega Man (Ruby Spears): I applaud them for woah some of these shots are super off-model. Mega Man is randomly super muscular here, I always imagined him looking like a twelve year old. This... this is bad. They sort of understand the style, but that just makes all of their technical deviations stand out more.
Speed Racer (Anime)
Bob's Burgers: I've never watched this show, but it comes across as the modern version of gross 90s cartoon comedies. Is that right? I did see a preview for its movie, where the wife is dressed as a sexy hamburger, and that stuck with me. Is this the ultimate legacy of the Simpsons? Weird cartoon family sitcoms?
