Is it because of sexual harassment from customers that the management refuses to ban?

Sexual harassment from co-workers that management refuses to fire?

Well, in the checkout (cashier) department at every store I've worked at, there's in general been far more women than men in the staff (at the one I'm currently at, I'm literally the only full-time male employee, and there's maybe three or four part-timers, out of a team of 50 or so) so naturally they'd have higher turnover. Adjusting for that factor, I don't really think there's that much of a difference in rates.

Anecdotally, in the 15 years I've been in the business, I've seen more women in general but more turnover per capita by men. Women tough it out because they are more regularly promoted, at least in my area. But no one wants to stay there forever.
