The GOP is too afraid of when they're out of power, as if they kill the filibuster and the Dems ever take back power then the Dems will pass sweeping reforms without issue that'd severely hamper GOP electioneering efforts. The only time the GOP removed any kind of filibuster was for Supreme Court nominations, which McConnell said he would do when Obama was President as direct retaliation for democrats removing the filibuster on lower court appointments.
