Building an entire full length game with missions, NPCs, and levels AROUND his powers without compromising or nerfing is an entirely different rubix cube to figure out. Easy plot: Braniac stuffs metropolis into a bottle. Superman gets sucked in voluntarily so he can help keep people safe. Brainiac finds out he's in there and starts sending stuff in to kill him. Game is about Superman figuring out how to bust Metropolis out of the collector bottle. Mxyzptlk gets involved out of boredom helping both Superman and Brainiac so you have an excuse to port in whatever you need.
