Or is there just too many Republican senators to let it get through There are only 50 Democrats (with the vice president acting as a tie breaker). Despite this, a simple majority (51) is not enough to pass most legislature due to the filibuster. To overcome the filibuster you need a super majority of votes, 60 votes, which would require Democrats and Republicans to both vote for something. The Democrats can also vote to dismantle the filibuster and that would only require the 50 votes...but we have 2 senators who would never vote for that.
