Probably some combination of the two. Brain makeup probably forms some sort of disposition towards being depressed which expresses itself differently depending on environmental factors. In some cases its probably severe enough to dictate how the environment is interpreted in the first place, so even a relatively neutral (or even positive) environment will be understood as part of the problem
