Right here. Unfortunately it isn't the entire narration. But when the show slows down, tobi instantly starts narrating the situation to the audience in a condescending manner. It reminds me of looney tunes and I find it hilarious. It's like he, tobi himself, is slowing down time just so he can talk to us in this 4th wall breaking type of way. It's just such an out of place scene for a fight as emotional as this.

Then I watched the Japanese version and he doesn't speak at all aside from speaking directly to Konan in an accomplished battle cry

Looks like that clip is edited. Watching that part in Japanese on CR, and Tobi does monologue to himself in Japanese as well as the paper attack passes through him.

But yeah, Konan is pretty emotionless, but that's just her character. I think she sounds good in English. Or at least, how I'd expect her to sound.
