I would say he was 10/10 for the time he was allowed, he was exactly what the country needed to get through to the other side without a nuclear war. However, if you place him in any other time period he would be lackluster. I do however think had he been allowed to finish his term he would have led to better social change than Johnson did, and we would probably have way weaker CIA/NSA branches which in hindsight is a massive thing. The bay of pigs isnt remembered as a embarrassing failure just because it happened. Its remembered as an embarrassing failure because of its half assed execution.
