I recall Norris being semi-important, to the point he was one of the few mandatory recruitments that could operate certain devices in Chronopolis/The Dead Sea so you could advance.

I have a feeling that your personal definition of 'important to the plot' might be vague enough to handwave any answer given, but plenty of the recruitable cast of characters help drive the plot forward through secondary roles in it. Fargo, Radius, Viper, Norris, Leena, Karsh, Riddel, Starky, Korcha, Irenes, and Steena all come to mind.
