The screaming guy sounded really annoying. But calling the police is the legal thing to do. Popping off rounds? He probably frightened the whole neighborhood, not just that screaming guy. And he probably lowered the property values.

If they're fired straight up, they're the worst you'll get is a minor knock on the head. The problem is from the video, it looks like he fired it at a relatively flat angle. The bullet will arc and not lose it's killing power for a while. It's effective range is ~500 yards, but it can still penetrate and cause big damage at longer ranges.

There's at least one confirmed case of a bullet coming down and embedding itself in a guy's skull without killing him. I'll see if I can find it.

No. No. No. This is so fucking wrong.
  1. Mythbusters tested this. There was at least one round they flat out couldn't find and the ones they did find were deeply buried.
  2. Turn on your local news after New Year's Eve or American Independence Day. No matter where you were there will be at least one story of someone being killed by a falling bullet from who the fuck knows where.

Yeah, that's traveling somewhat parallel to the Earth. Fired in the air, it will arc, why under the effects of wind and probably the EArth's rotation, spin back, and fall. A bullet is specifically shaped to cut through air generally speaking, and then under the effects of gravity... And the shape also generally being conductive to inserting itself violently through human flesh...

Thing about it though is that even the heaviest bullet an AR can shoot is only going to have about 0.04N of force, if it's accelerating solely due to gravity, which really isn't all that much
