The manga is half fanservice SoL and half cosplay manual and the show seems to be following the same route, albeit a bit tamer with the fanservice than the manga

That is swimwear. There's a few reasons for this. One is to tuck things and make it look smaller. Or because the band for the inside ones aren't good but you'd prefer then against your junk. Or my favorite, when you like how one looks but it's wearing out so you have something underneath.

You're talking about Fumina. It's super weird they made a point of establishing she's 14 or 15 for no reason at all.

I had to Google it, I think you're talking about some chick named Fumina Hoshino from Gundam Build Fighters Try?

The fighters part gave me the idea it was one of those series. Gundam has like 14 million series so remembering that single word really helped lol.

It's not exclusive to Japan, but their media in general is obsessed with girls being as young as possible... or trying to look as young and "kawaii" as possible. It is true that men generally like younger women, superficially anyways. But I think the weird part about a lot of anime/manga is that the girls age always seems to be emphasized a lot. It's one of the few reasons I can't get into anime/manga series that are heavy in fanservice.
