For two, "give them money" doesn't say hiw much. Income from work should be extra. Someone shouldn't have to worry that if they lose their job they'll lose insurance or even their home. Better to say: "never give a man nothing to lose". A man with nothing to lose is a dangerous man, and anyone with at least half a brain would know that. It's not so much about giving them money; it's more about giving people a stake and a safety net.
