Eh, it depends on which game you try to catch them in. In Sw/Sh DLC Crown Tundra 's Dynamax Adventures, Dialga(Sw only) and Palkia(Sh only) are like nearly 100% catches with even a Poke Ball once you defeat them. Same like the rest of the Dynamax Adventures Pokemon. Speaking of Dialga and Palkia they are catchable in currently 3 of the 4 Switch Pokemon games. So much for being really rare huh?

Is this BDSP? The catch rate dependent on level only applies if your Pokemon is underleveled. which makes it several times harder. If your Pokemon is the same or overleveled by any amount then the catch rate is the same as previous games.

Also technically, it's ORAS that changed it to 3.

Yeah but they didn't bump it back up to 45 for these games like other game mascots are is what I mean.

Reshiram/Zekrom was actually also never brought back up. You couldn't catch Xerneas/Yvetal in ORAS and they didn't lower it in USUM like they did in ORAS for some reason so it seems mainly ORAS's doing.
Interestingly, they bumped Rayquaza up to 45 in ORAS and they never lowered that either so it's still 45 lol.
