Hyrule Field does legitimately get better under Ganondorf's rule (no more flying buzzsaws or swarms of skeletons), although the rest of the kingdom suffers quite a bit.

There were some very poor and hungry looking Redeads living in hyrule castle town. Dont think that counts as solving poverty there.
